Encampment Resolution Programs
How many people ERPs reach, and how many end up sheltered or housed
Last data pull: July, 2026
Encampment Resolution Programs (ERPs), such as the City of LA’s Inside Safe and LA County’s Pathway Home, offer people living in encampments interim housing, such as a motel room, with the goal of moving them into permanent housing. They mainly target large encampments.
This page describes how many PATHS respondents ERPs have reached since December 2023, when the survey began asking about them, and what happened to people after their first invitation. ## How many people ERPs reach
By July 2026, 22% of respondents had ever been invited to an ERP and 13% had enrolled in one. Over the same period, 63% of the same respondents had been swept at least once.
Share of respondents who had ever been invited to (top of the shaded area) or enrolled in (darker band) an ERP by each month, out of all 1,361 respondents surveyed since December 2023. Respondents who joined the study later count as not yet invited until their first survey. The share ever swept, quoted above, uses the same respondents as its denominator.
Which programs, and how often
Most people who were invited reported a single invitation. Invitations and sweeps also overlap: of the 305 respondents ever invited to an ERP, 76% had also been swept at some point, and 53% were swept in the same month as an invitation.
| Respondents | |
|---|---|
| Program (share of all respondents) | |
| Invited by Inside Safe (City of LA) | 83 of 1,361 (6%) |
| Invited by Pathway Home (LA County) | 179 of 1,361 (13%) |
| Invited, unsure which program | 168 of 1,361 (12%) |
| Number of invitations (share of all respondents) | |
| Invited once | 174 of 1,361 (13%) |
| Invited more than once | 131 of 1,361 (10%) |
| Overlap with sweeps (share of those ever invited) | |
| Also swept at some point | 233 of 305 (76%) |
| Swept in the same month as an invitation | 161 of 305 (53%) |
Respondents could report invitations from more than one program, so the program rows can add up to more than the share ever invited.
From invitation to housing
Of the people invited to an ERP, 50% enrolled when first invited, and fewer still moved indoors. Of the 305 respondents ever invited, 79 (26%) enrolled and were sheltered or housed within about two months, and 50 (16%) were still sheltered or housed at their last survey within six months. That is 3.7% of all respondents.
Each respondent is counted once, starting from their first ERP invitation and followed for up to six months. Each step is a subset of the one above it. “Sheltered or housed” includes interim housing, other shelter and one’s own home. The last two steps require at least one survey after the invitation month.
The stated end goal of an ERP is permanent housing. Within six months of their first invitation, 23 respondents enrolled in an ERP and reported staying in their own apartment or home at some point. That is 7.5% of the 305 respondents invited and 15% of the 152 who enrolled when first invited.
